Incomplete Installation on Localhost and Live Server

I have tried to install both Joomla 3.4.8 and latest 3.7.1 and the platform is fine but soon as I try and install the London template I get an error. Its like the entire settings/customization of the london template dont exist. The copyright, social media tabs are all missing.

Any idea how to fix. I have since deleted 2 fresh installs and trying a 3rd. :(

Have you since resolved this issue as your template parameters appear to be now loading correctly? Please note a large number of the template settings have been moved under the 'General' tab.
