Hi, (Completely new to Joomla/websites)

I'm looking for a template that would best suit me for the following. It's best described as similar to a "bargains" website, like HUKD or Slickdeals.
I would like users to be able to submit something, and allow other users to vote it up or down (+/-).
Because it involves motor parts, I would also like to be able to regionalise them, but with a "Central" area, if that makes sense.
I want to be easily able to add or remove regions, and also stores.
For example, I wouldn't like a store spamming the site, or advertising on it without permission, and would like to be able to add new stores when they open.
I would also like to add categories.

There is much, much more I would like to add to it, but for now, that would be the template I would be working from.

Is there a template already available that would suit me best?
