When I create a link to a PDF for viewing, I would like it to open in the browser, but instead it downloads to a PDF viewer. I have looked at the Preferences in Firefox to see if that is the reason for download rather than viewing, but there is no control in the browser for this.

Is there a place in the template that causes this. In Joomla1.5, I would have the PDF just open in the browser and not download. Is this a Joomla issue or template issue?

I believe it depends if you have the Adobe PDF addon installed to your browser or not. If using Firefox for example navigate to Tools -> Add-ons (CTRL + SHIFT + A), Adobe Acrobat would need to be listed to be able to open PDFs within your browser.
