Template Style Page Layout Issue? (Ensley; J4)

Hello! I'm seeing something rather weird on a new j4 template installation. Namely, the template/layout for the Styles is... not what I expected? None of the left-hand tabbed interface is in place. I'm attaching a screenshot here. Is this just a new layout or has something gone horribly wrong on the installation?

For the record, this is the Ensley 4 v1.1.7; Joomla installation is 4.4.1.

Having a similar but different problem with an install of London_j4. Installs of Nova_j4 and Ensley_j4 on this same site are fine, but London's template style layout is all outta sorts.
