Scarlet template CSS issues

Hello, I've been having some major performance issues with my site http://www.tricityaikido.com. It's been very slow.
I have come to find out, that my J51 "Scarlet" template is causing the issue. It's loading the CSS "Twice"
I had to hire someone to show me this.
I attached a file of what he found.
Can I get an updated template please?

I cannot see any issues with the template. The site loads fast (in Germany). Nothing is loaded twice.

Hello, my site is loading fast because I had a rep from JCH (compression plugin company) make serious adjustments to the site in order to counter the template loading the css twice. The proof of the css double loading was in the pic I attached. Since the adjustments, my site appears to be running much better. I would rather not have anyone disturb the settings.
