Mobile first design with habitat?

Is there a method to use Habitat (or some other template) to do the mobile design first
then control the expansion to full screen.

The concept of mobile first design would not be hindered by the template. You may find when you move up to desktop some options might not be available to you however this completely depends on how you wish your content to change on desktop.

Is is possible to create a "m.webname.com" & a "webname.com" with Habitat?
They would be 2 separate sites...

Sorry to say this option is not available by default within Joomla. There is some extensions which appear to allow you some options. A quick search has given me... https://alterbrains.com/joomla-extensions/administration/multisites-manager

alterbrains might be a good solution. Now I need to decide if an m. site is really the best way to go.

It seems more direct and certainly easier for maintenance to use the "mobile first" approach .
