To create a login module in Joomla navigate to Extensions -> Module Manager -> New -> Login. Ensure to assign your module to your 'home' menu item via the 'menu assignment' tab. The article edit option will automatically appear for any user that is assigned to the correct user group (eg. 'Publisher').
