Hi,

Can I create a separate menu to show on tablets, phones, anything under 720px? If so, how would I create this?

To hide a menu module or indeed any module on desktop views you can can the following in the 'Module Class Suffix' field of your modules parameters...

So I would need to create a hidden menu module and hide it from desktop, right? What menu will show on the mobile site?

Yes that is correct.

Just wish to confirm... Is this just an ordinary menu module or the main top navigation you wish to change? The above suggestion will only work with a menu module.
