Presuming you are using the demo installer may I suggest navigating to Extensions -> Template Manager -> [YourTemplateStyle] -> Responsive Options and in the 'Phone (Portrait) Custom CSS' field remove the following...

#container_top_modules, #sidecol_b, container_top3_modules {display:none;}

This modules is visble on phone only in horizontal mode, in vertical they dissaper.
