I am dealing with a client who uses a small 15" monitor so on his desktop the side menu pops up. (Pic 1)
I would like to know if the menu can appear below logo all the time irrespective of screen size. I do not want the flyout menu on the left.

Is this possible?

Please advise otherwise i would have to possibly move the site to wordpress.

Hello

To force the desktop top menu on all devices try adding the following to the Custom CSS field of your templates parameters...

#container_hornav-sticky-wrapper, #container_hornav {display: block !important;}
.slicknav_menu, .slideout-toggle {display:none !important;}

Thank you for the code it worked.
Just asking can a dropdown menu option appear when the browser is on a mobile version example as seen on a popular wordpress theme

Hello

This option is available by default. Previously the menu toggle was not visible due to it been the same color as your background (white). To enable remove the suggest custom CSS and set the color of the mobile menu toggle via the 'Responsive Options' tab of your templates parameters.
