The two lots of current content in the footer are currently left aligned and right aligned which looks fine on wide screen. It does look a little odd though.

Is it possible to have them so they stack centrally aligned on top of each other, juts in mobile view?

Sure. Using the Custom CSS fields available in the General -> Responsive Options tab of your template settings, try adding the following CSS...

.base-2, .base-2 p {
text-align: center !important;
}
