Error when Installing free template for Joomla 3.x

I am trying to install the Oxygen template in Joomla 3.x.

I am getting the error listed below, could you please help me. Thanks

I have installed PixelDot and did not observe any errors, it is working fine.

This setup is on a local machine.

Which time zone r u in, accordingly let me see if I can open the firewall for u to login and check. I am in CST USA.
