custom/user css on Layla template not loading

I have put custom and user css files in media css folder and template css folder on the Layla template but nothing ever gets loaded?

Please advise where to upload custom/user css and what to call the file

Try updating your template to the latest download. We have just released a new update that allows better control of where the custom CSS is sourced.
