Arkadia template

I have uploaded arkadia template on the server. I get the following error:
Your host needs to use PHP 5.3.1 or higher to run this version of Joomla!
But my host tells me that he is running 5.4.24 version of php. So the site should work. Any ideas how I can fix it?

Would you have a URL to your phpInfo to confirm your PHP version (http://www.wikihow.com/Check-PHP-Version)?

I have checked. Thank you for amazing link I will use it time and time again. It shows me that the php version is 5.2 here is the link: http://habeshasteel.com/phpinfo.php
However on my control panel it shows version 5.4.27
I am confused. Maybe there is some configuration of joomla I should check? Where else should I searach for problems?

I would suggest getting back to your host on the issue. Your above phpinfo shows that it is PHP 5.2 that is on your server rather than 5.4. I believe your host would be the only one that would be able to fix this for you.
