Amount of artikle on Main side

Hello.

Joomla or Template do not change the Layout of feature article on the main site.
Under Content--> options--> article ein set the foollow settings:
These settings apply for blog or featured layouts unless they are changed for a specific menu item.
# Leading Articles 4
# Intro Articles 4
# Columns 1
# Links 0
Multi Column Order Across

But I see only 1 feature article and then see site navigation ( page 2)...

Whats the problem here?
