add custom 404 page to scarlet template

Hello,
I wanted to add a custom 404 error page to the site.
I am using the "Scarlet" template and found that the template does NOT contain a "error.php" file.
On a more positive note, I am using the "Hayley" template for another site and the "error.php" file was found and modified to fit my needs.

Is there a way to add a custom 404 not found page to the "Scarlet" template?

According to the article, there are 2 options for add a custom 404 error page. Both options are not viable because they tell you to change the code in the error.php file. I do NOT have an error.php file to make code changes. If you open up the Scarlet template, you will see my point.

You have to say something specific! Current version is 4.2.9
The version is usually at the top right in the backend
