I want to upgrade from Joomla 3 to Joomla 4
How I can upgrade safely the template ? after the joomla upgrade ? before ? is there a ways to set the template configuration between both version ?

May I suggest the following article on updating Joomla 3 to Joomla 4.
Once you have updated to Joomla 4, it ishould be just a case of installing the Joomla 4 version of your template and all used extensions. Template configuration will remain the same through the update process.
