Smooth scroll to anchor from menu

I'm trying to make smooth scroll to anchor when clicking on menu item... But nothing is working. I have tried with several js scripts and plugins... The template is J51_Scarlett but I also have few commercial templates of yours and planning to buy some more...
Can you please help me with that?
