Am wondering if this is less about template more about a browser change as I'm digging around other sites and seeing it showing up where it never did before.
Would you have a URL to an example of the issue? Is there actual content for you to scroll? It does seem strange that this would suddenly start happening. The default behaviour of any browser should be that if there is content to scroll then the scroll bar would be displayed. If not then it won't however it is worth noting this behaviour can also be overridden by the template or indeed any extension loading CSS.
Reading more and seeing that the recently fixed the bug that was hiding them sometimes. Liking them missing and the clean look to the view of sites I thought it was a feature not a bug.
