Considering you have a number of elements which you wish to place in this area of your template would you not consider placing your modules in the base-## module positiosn. It would then be a lot easier to simply make the background of these modules transparent rather than creating new module positions.

Hello
Sorry to say the only other solution is to place your images in base-1a module position and your newsletter in the base-1b module position. You can then use the 'Module Width' feature in your templates parameters to better position your modules.
